The joke is better with “140 million”. It’s an exaggeration, which makes the joke work better. I’m sure anyone with a sense of humor would realize that. In fact, I would say anyone who nit-picked at every little inaccuracy would be considered a Fact Nazi and look stupid for not getting the humor in the joke. What am I saying, you can’t “look” stupid from something that’s written. Duh, everyone knows that. You can “come off” stupid, or “sound” stupid from a written piece. For example, “A person writing a reply to a good joke, saying it’s ‘ruined’ due to some minor technicality, would *sound* stupid and humorless.”

That’s a good joke… but at its peak, the population of Iraq was about 30 million people… so it kind of ruins your joke and makes the person telling it look stupid.
